Description:
In order to speed up testing with more recent versions of Chrome, it is
necessary to upgrade to a newer version of Selenium. Selenium 3 requires the
use of some new api calls.
It will also make it possible for the TCK to test the switch between http/https
via {{ChromeOptions.setAcceptInsecureCerts(true)}}.
