Also, please provide a full stack trace of the error.

You can simply run "ant" from the "portlet-deploy" directory to deploy a portlet WAR file. But, I believe you'll need maven to "bootstrap" the pluto environment into tomcat and to resolve all the library dependencies. Someone please correct me if I'm wrong on this one.
