Hmmm... I'm not sure.  It definitely announces itself as 3.2, but the
about box says 3.1.  Normally, I don't use "development" versions unless
 I have a specific reason ... the filename from which it was installed
is eclipse-SDK-3.2M2-win32.zip, which I think means that it's a
development "stable" build.

So far, it's been behaving faultlessly, so I guess that augurs well :-)
