I've never really used the pluto portal, just the container. As for the container jar and portlet API jar they need to go in the equivalent of tomcat's shared/lib. The requirement is that the same Class instances from those two jars are used by every web-app in the container.

I'm not against using Pluto 1.1 if it's a better choice, I just avoided it
because of it's pre-release status for the moment.
