Read my previous mail again :-) pm-utils does not handle any actions. The policy manager does. pm-utils only "executes" the decisions made by the policy manager. Right now, we have two policy-managers (i know of): gnome-power-manager and kpowersave. Kpowersave right now is simply broken (or "feature incomplete") wrt. button and lid events. This is kind of embarassing, but nothing that shows the need for a redesign, we just need to fix the bug / implement the functions, and this will happen soon (and then be available as an update for openSUSE 10.2). The policy managers just talk to HAL via DBus. HAL then calls out to pm-utils who do the actual suspending. And if pm-utils is not available, HAL can use other methods, such as the old powersaved method (this is what you get on oS 10.2 when you have powersaved installed, but not pm-utils) or using hibernate from suspend2.net (which is what you get if you have neither pm-utils nor powersaved, but hibernate).
