Just to make that clear: Flow based traffic measurement is not
necessarily combined with sampling. If you don't use sampling
techniques, it is as accurate as anything else. (As long as the
measurement probe can handle the traffic amount.)

SNMP counters are usually very limited in their "details". If this is
enough, then it may easier.

To answer the original question: there are countless different
possibilities, and no one general suggestion can be given. It heavily
depends on the requirements and the usage scenario. I think, nobody can
relieve you from reviewing different options. Anyway, most solutions for
billing are custom made, I guess.
