then don't specify a TEMPLATE for this layer in the map file. You should know what you want and what you're doing in Mapserver. Since a layer is only queryable in Mapserver if it has a TEMPLATE defined, you must somehow added it, for what reasons whatsoever. But you can just drop or comment it out, and you're done.
