One could move the createZSlider() function to js_config.php. The problem is that the main slider functions require the initialization by passing all style values via the JS function. There is a small and nice slider plugin also for jQuery that I might once use to replace the existing, I just have not seen a big necessity for it.
If you want to modify the current slider functions to use styles defined in a CSS instead of the JS calls, you're welcome to provide a patch for this.
