I made some tests and there was a problem with missing string encoding 
conversion in pm 3.1.

you could try the latest version at

http://www.pmapper.net/dl/pmapper-dev.zip

or just download and replace the files
   query.php
   search.php
from
   http://svn.pmapper.net/trac/browser/pmapper/trunk/incphp/query

The rule is the following: an encoding of ISO-8859-1 (LATIN1) is assumed 
for the shapefiles, this should be virtually the same as Windows-1252. 
For all other encodings of the shapefile *.dbf you will have to specify 
the encoding for the LAYER in the map file at the METADATA tag, like

LAYER
   ...
   METADATA
      ...
      "LAYER_ENCODING" "Windows-1250"
   END
   ...
END

Let me know if it helps. It would be good if more people with different 
character sets for their data could test functions like the search.
