memory leaks look like coming from an underlying C module, probably invoked via 
the php_mapscript extension. But this is more a question to the MS user list. I 
can check if in the PHP code there might be a close() command missing that is 
sometimes required, but I never realized any problems like this.

I don't know if apache is increasing up to 400 MB, but in general on Linux the 
system memory is always completely used, so all apache processes together can 
use quite a lot if available. You could try to run PHP as CGI instead of a 
module and see if then this problem disappears.
