yes, because you will not swap between TOC and legend. That is the
normal behaviour of virtually all desktop GIS programs.

the legend is attached to each layer/group and can be expanded or
collapsed clicking on the + image or the layer name (which is a link).

There are combinations that would not make very much sense, like
grpStyle "tree" and legStyle = swap (there is nothing for the group
that could then be placed in a tree).
