Improve scripts for usage in pmd/pmd-eclipse-plugin
- maven:
- pmd_ci_maven_get_project_version caches the version as
PMD_CI_MAVEN_PROJECT_VERSION
- pmd_ci_maven_isSnapshotBuild: new function
- pmd_ci_maven_isReleaseBuild: new function
- utils:
- pmd_ci_utils_determine_build_env sets GITHUB_BASE_URL
now, to be used by github releases api
- private-env.asc: added BINTRAY_USER and BINTRAY_APIKEY,
removed GITHUB_BASE_URL (would have been correct only for one
repo)
