Remove GITHUB_OAUTH_TOKEN and DANGER_GITHUB_API_TOKEN
We'll use the default github actions token instead.

Add GITHUB_TOKEN, remove backwards compatibility
This backwards compatibility won't work anyway,
since GITHUB_OAUTH_TOKEN was defined in private-env,
where it is gone now.
