[ci] publish-snapshot: Fix usage of dist-artifact
- deploy-to-sourceforge-files: it's extracted into dist
subdirectory.
- deploy-to-pmd-code-javadoc: add logging
- create-regression-tester-baseline: download dist-artifact
from previous workflow run
