[ci] Fix publish-snapshot after central migration
- increase timeout for "deploy-to-maven-central". It seems, that
snapshot deployment takes longer now.
- since removal of the snapshot repo, "run-coveralls" fails. We need to
call maven twice in order to fix a jacoco/coveralls problem.
Adding phase "compile" seems to work.
