Would it be even easier to have a separate page like Skins/SkinTest
that includes the Compact page?

I never suggested that.

What about links in the list that are:

* Old skins that are broken?
* Skins that aren't installed?
* Links that aren't skins at all?

Agreed. I never suggested enforcing only a few skins. (I'm not
suggesting the 2007 list from Test/SkinTestComact is still
appropriate!)

All working and installed skins should be in the list, new ones included.
