They have to be set such that the webserver process can create files in the wiki.d/ directory. That depends on the owner of the directory. If you copied wiki.d/ from another server, then chances are good that you're the owner of wiki.d/, and that therefore the permissions need to be 777 in order for PmWiki to be able to write to it.
