For the most part, most recipes are forward compatible with the most recent wiki version and are generally rapidly updated if they are not.  So this isn't likely to be much of a problem. 
  • PM usually keeps new features and updates to the 2 version reasonably compatible with current recipes.  
  • For new users, this sort of issue with bundles is no problem. 
  • For older wikis who need to update PMwiki to the most recent stable version, this might be a minor issue that they probably need to take care of anyway. 
  • Besides, bundling of sample sites is likely to be more of a newbie benefit, not oldie issue. Most old time users already have their sites working and bundled stuff would likely be a step backwards, not forwards. 
Also, if there were some sort of Cat's Meow of an online sandbox (or perhaps "sandcastle" might be a better term) where there were several functioning sample sites that people could with a click or two download several pages and recipes (as well as most the current wiki install if desired), all these problems would likely become rather moot.
