It's not exactly what you are asking, but ZAPmail has full scheduling capabilities built in, plus maillists, so you could have members subscribe themselves to an announcement list, and then schedule an announcement to go out at whatver time you want--up to 1 year in advance. You could even have it set up the announcement when you set up the event, I suppose...
