You can past the template on the same page, but if you do you do you should surround it by >>comment<< and >><< so it doesn't show up on the page. Normally however it is placed on Site.LocalTemplates. If put on this page, it will be available anywhere in your wiki. If you put it on the page, it is available on just that page. The fmt parameter in the pagelist markup just tells PmWiki what format to look for when constructing the pagelist.
