The markup is the PmWiki-standard >>div<< markup, which is 
used to apply a wikistyle to a (:div:).   

In terms of history, (:...:) and (:div:) came first, with >>xyz<<
coming in later as a useful visual shortcut for  
"(:div:)%xyz apply=div%" .
