ZAP can create member lists for newsletter mailing with full throttling/batch controls etc. It allows people to create member accounts, collect email addresses and other profile information, display them and even merge that info with emails for individualized message output. You can also do nice group management stuff for adding/dropping members from groups, and use those groups to control permissions for various sections of your site. Finally, if you have cron, you can set up an auto submit form to send out a monthly email to an entire group with no problem.
