It is TextExtract: http://www.pmwiki.org/wiki/Cookbook/TextExtract

There is no option markup=snip, but a markup=cut option.
This will cut out lines which have directives of syntax (:....:)
in them. It does not clean out wiki markup. Inluine and link markup
etc. are preserved and active.

I have not got a strip-bare-of-wiki-markup option.
