Most PHP installations have a default timeout set to 30 seconds, so it may not be entirely the last guy's fault. Setting $RCLinesMax only has an effect after editing a page (any page) -- it doesn't instantly cut down the existing page as soon as it's set in config.php, but says "next time a page is edited, don't let RecentChanges get larger than this number of lines."
