I haven't really looked into it, but I gather the Blogger API as implemented by <http://www.pmwiki.org/wiki/Cookbook/XMLRPC> does something a bit like this, as the interface uses Atom to talk with the system (see <http://code.google.com/apis/blogger/docs/2.0/developers_guide_protocol.html> for more). But that's XML-RPC communication where the external party is a client and hence wouldn't get the blog/wiki to actively go and read an RSS feed. You might be able to use one of the existing PmWiki feedreaders to do your bidding, though. It's a rather interesting idea, mind.
