far as I can tell, nothing has changed with regard to permissions
since the update.
The PmWiki distribution hasn't changed permissions from one version to
another. The Site.EditForm isn't changing very often either.
I had the same thing - looking at the Site.EditForm with an ordinary text
editor, the content seemed to be nothing but headers.
I copied over an older Site.EditForm (I was very glad to have only upgraded
one of my PmWiki installations!) and all was fine....
Which PmWiki version has a file Site.EditForm containing only headers? Is it
the *.zip file or the *.tgz file?

The current versions doesn't seem to have a broken wikilib.d/Site.EditForm
file, but when you notice such a problem, please notify me so that I could fix
it ASAP -- if what you say is correct, no other user could edit any page.
