For me this seems to work when I swap the two (:if:) clauses:
(:if name -TitresEnLigne:)
(:if2 ! equal "{$:EnLigne}" "":)
!!En Ligne
*{$:EnLigne}
*[[TitresEnLigne|Tous les titres en ligne]]
(:if2end:)
(:ifend:)
I don't have any explanation for this though.
