I've dug into this further, the skin doesn't seem to matter, and you are right, HTMLStylesFmt and HTMLFooterFmt aren't getting set, even though the recipe itself runs http://kiwiwiki.nz/pmwiki/pmwiki.php/Test/Toggle?skin=pmwiki&action=diag
