in the config.status, I can see -fPIC -DPIC were set, also I compared the
descriptor.so in ARM with X86 version, it is either A or B, both of them are
very similar. The most hard part for me to continue to debug is that after
lt_dlopen, I immediately did the printf, it never show up, so, it never call
dlerror later.
Any idea how to proceed?

specific what should be doing to get it?

descriptors.so is generated from a single kernel file, it contains
the kernel metadata info in C-readable format, not the generated
kernel code itself.
This looks suspicious as 'A' is for absolute address. I'm not sure
if it's the problem here but it might be that your plugin is not
compiled with proper position independent code (PIC) settings.
You can tweak the compilation/linking chain of the descriptor
file in scripts/pocl-kernel.in (then run make to get the pocl-kernel
script generated). You can see the ld call there with HOST_LD_FLAGS
included. Maybe it's wrong for your env and should have -fPIC or
-shared or similar switch (and it's not correctly detected by
configure.ac).
