Up to now, Vecmathlib contained a subdirectory "pocl" that could only be built 
from withing pocl; it was not possible to build it stand-alone. This 
subdirectory contained the kernel math routines as required for pocl, but using 
Vecmathlib instead of libm. Arguably, it should never have been part of 
Vecmathlib.

I now removed this subdirectory from Vecmathlib, and moved it into pocl as 
"lib/kernel/vecmathlib-pocl". (Previously, it would have been 
"lib/kernel/vecmathlib/pocl".) I updated the build scripts in pocl to reflect 
this.

I also corrected an error in the non-pocl fmin/fmax routines.
