If it's a complete wreck and there's no active maintainer
fixing the target, I wouldn't package it. It'd just beg for
unattended bug reports.

My guess is still that it's an LLVM codegen issue.

Did you try some newer target? For example, the test suite
passes for my home machine which is a Pentium 4.

But with so few tests failing for this target, I'd mark them as XFAILs.
