put X<> markup on the PODs, mainly on the core documentation.
I think you should give (semantic and syntactic) examples of how you want X<> to be used.
Many technical authors have no experience with index-points. Moreover, indexing is such a different task from writing, that in actual book-publishing, indexing is a job on its own.
