That's pretty weird. It's not an issue I've seen before. It's a pity the full text of the error in depends.exe is not visible under the error dialog - the one beginning "Error processing the". For testing purposes you might want to rebuild PoDoFo as a static library. It is possible to get a truly amazing number of things subtly wrong on Windows and land up with a DLL that is for some reason or another invalid or unusable. When using a static library several complexities are eliminated and the linker can do a better job of ensuring that everything makes sense at link time.
