Wrong tool for the job.

You want a postscript processor. As Dom noted, GhostScript is one such 
tool. Please note the full-GPL/AFPL dual licensing if you're considering 
using it in a commercial product - you'll probably need to license it.

Adobe also produces a number of PostScript -> PDF conversion tools. The 
most well known is of course Acrobat Distiller, but there's also 
Distiller Server, and I think Adobe's PDF library (for application 
embedding) is also capable of PS->PDF conversion.

Your question isn't all that clear.

Do you wish to create a PDF document from a PostScript file and embed 
the original PostScript data in the PDF as a non-displayed object so 
that it can be extracted later or used by other tools? If so, 
absolutely: see the PDF reference for information on how to store 
application-specific data in PDF in a way that won't disturb PDF 
processors that aren't aware of it.

If, instead, you want to embed the PostScript in such a way as that it's 
drawn by the PDF processor as a part of the page: no, you can't. You 
must convert it to PDF objects and content streams. If the PostScript is 
simple and follows well defined patterns you might be able to write code 
to do this yourself, but in most cases it'll be smarter to use a tool 
like Distiller or GhostScript to convert the PostScript to PDF. If you 
want to embed the converted PS (or part of it) in a larger PDF or place 
it on a page, you can do so using an XObject like any other PDF. See 
podofoimpose.
