I tried copying and pasting the URL directly in the browser and I can
find the file and 
Open it. 
If I clicked on a href link the only way for me to access the file is
RighClick->save as
And I don't get a dialogue box?
I was wondering if someone had encountered such problem ? Is there a
specific location where we should place the file?

First, instead of a double-click, a single-click on the link should be
enough.

Second, it doesn't look like a POI issue.
