I should have answered the mail you're referring to. I apologize to you and the original author of the thread at the same time. It would be most helpfull if you could provide more information. It looks like the original soap request was not correctly formed (missing serial). However HTTP Error: Couldn't open socket connection to server http://localhost:19382/SOAP, Error (13): Permission denied suggests that the server can't be accessed. I would first try to access http://localhost:19382/SOAP using a command line tool (such as wget or curl) and try to figure out why there is a Permission denied, which is an unusual error for a HTTP server.
