The developers I've been in contact with had this to say about the 
customization:

"In order to change the look and feel of the site, we would need to work on the 
HTML source files as provided by the package.   Due to absence of any centrally 
managed CSS file, the process is expected to be very tedious and time 
consuming.   Due to lack of proper documentation available regarding 
customization option, we will need 3-4 months for design customization."

 

However, you were saying it should only take a few weeks at the max? Is there a 
centrally managed CSS file? Is the process very tedious and time consuming?  Is 
there proper documentation available regarding customization options?
