You might also need pkg-config installed, and /usr/lib/pkgconfig/poker-eval.pc
For example on a debian/ubuntu system the content is:
prefix=/usr
exec_prefix=${prefix}
libdir=${exec_prefix}/lib
includedir=${prefix}/include/poker-eval
Name: poker-eval
Description: poker hand evaluator library
Version: 137.0
Requires:
Conflicts:
Libs: -L${libdir} -lpoker-eval
Cflags: -I${includedir}
