Now I'm really confused. What exactly are you trying to achieve? The Opt-In and Opt-Out in Policyd WILL ALLOW YOU TO "pass all mail for that domain".

Policyd has nothing whatsoever to do with Spam Assassin. It's a postfix pre-filter which acts on mail prior to going into your spam prevention mechanisms, which could be SA or anything else.

Each level of the hierarchy needs to be setup to pass the mail to your end user.
