Policyd is used to protect some isps with > 750 000 mailboxes which of course is a *lot* of work that Policyd has to do. So yea, it was increased for performance reasons. 1024 should be able to *easily* cater for small -> medium setups. Once your system starts processing 10 000 concurrent connections to your MX then you need to start raising limits.
