As an aside, postfix has all sorts of rate-limiting and throttling capabilities built in, as well. So, one could certainly regulate the SMTP flow independent of what policyd does regarding rate limiting. There is, for example, the smtpd_client_connection_rate _limit parameter. There are numerous smtpd_ parameters that regulate connection rates and related settings. A lot of this will take some experimenting; it's nice to have a test environment for doing stress testing.
