Thats not debian specific, this is default by upstream and nowhere set 
explicitly.

post:~# policyd-weight defaults | grep "\$REJECTLEVEL"
   $REJECTLEVEL  = 1;               # Mails with scores which exceed this

Maybe I should leave a note in Debian.README about reading documentation and 
ajusting default values.
