Have you been able to try this on a Windows platform? I tried your
test binary as well and see that it does not give the same times.

C:\Documents and Settings\Greg>D:\Data-live\time-test.exe
Unix time is 1220818729.
Universal time is Sun, 07 Sep 2008 20:18:49 Pacific Standard Time
Local time is Sun, 07 Sep 2008 13:18:49 Pacific Daylight Time
Universal time converted back to Unix time is 1220843929.
Local time converted back to Unix time is 1220818729.

My System is Microsoft Windows [Version 5.2.3790]
