Admittedly as a real nitwit in political matters, this was a scenario I wondered about very early. Could it be the case that the neocons played the role of an ultimate scapegoat behind whose shoulders other interests planned to hide? But since than I have given up easy explanations or scenarios in these matters.?

 Here in Germany a couple of anti-warriors face the court for protest during the 50 years Bundewehr celebration which included the first post WWII  troops oath here in Cologne. Remember following orders is something pretty sensitive on German ground, and that is what the loyality oath was all about.  Below the larger context [reminds me very much of Rumsfeld's slim always ready armies, as it reminds me of the larger US context.]:
