Yes. And they might do so (I have not researched it). But they 
don't need to, when others will take care of it for them. There's
plenty of PNAC-like groups and institutes around, and it does not
much matter whether or not they are supported by Big Oil.

Oil/energy-resources is the transcendent issue. All Big Oil has
to do is "show up", so to say. The empire's absolute dependence on
their product will take care of the details. They can't miss.
