The facts: Kissinger said in a CNN interview that aired Sept. 20: "I am in favor of negotiating with Iran." He said he would do it at a very high level almost immediately. "I actually have preferred doing it at the secretary of State level," he said. As for conditions, he said: "But I do not believe that we can make conditions for the opening of negotiations.
