I think that any "Rules and Regulations" have to be just a bit better
than the best the rest of the World offers.

Right now, we are losing that advantage.

When People begin to understand that we Live in a Global Economy,
where Wealth will look for the playing field that is to their best
advantage, then we can get to setting such things at levels that
satisfy the Market as well as the needs of the Society.

If we Tax Commerce, rather than profits, we would take the burden from
Business, and put it on the Consumers, and Taxes on Luxury items could
be progressive.  In this regard, we do in fact get to "Tax" the things
Business produces, while not burdening Business with it, and instead
placing the burden where we already pay Taxes for such things.

That way, the Goods we produce will come at a lower cost, even to
Foreign Markets, which will increase the Production base in this
Nation.

And we could make a good portion of those Goods producing Green Energy
Technology, not just for ourselves, but for the World.
