The "leaving" began quite a while ago... Ever since Sarbanes-Oxley, we have seen the IPO Center of the World move from the U.S. to the U.K.
The costs to adhere to this added Regulation has made it much cheaper to start a Business in many different Countries, and the U.S. is no longer the place where Business finds its best playing field... Far from it now...
