Obama does have one qualification: his resume is so skimpy that it's hard to pin him down on any ethics violations. Hard, but not impossible:
As an Illinois state legislator from 1997 to 2004, Obama was prohibited from accepting honoraria for speaking engagements under the Illinois Governmental Ethics Act. But as the Volokh Conspiracy reports, his tax returns show he collected $16,500 as a "foundation director/educational speaker" in 2000 and $34,491 for "legal services/ speaking fees" in 2002.
