Kind of near sighted. He basically says government is incompetent to plan how to pay for or implement its projects without destruction. I'm sure he only me and democratic government where he and his wise friends aren't dictators. He isn't smart enough to realize that is what he has just said though.
Social Security and many government programs are "done on the cheap," in that they have no trust funds and represent hundreds of trillions of debt. That is how government functions. It buys votes and corporate campaign donations with taxes and anything else it can print, steal or borrow, even if it destroys the country.
